Ned Phillips is a native of North East Tennessee and attended East Tennessee State University where he received a Bachelor’s degree in Geography. He has been employed by the State of Tennessee for 18 years; 13 as a GIS technician with the Local Planning Assistance Office and the last 5 with the Office of Local Government. His current projects include the Boundary and Annexation Survey partnership with the US Census Bureau and the CAAS to IMPACT CAMA conversion for Land Use Modeling; plus, assists with Redistricting in the Eastern portion of the state. Ned enjoys outdoor activities and historical reenacting. He currently lives in Knoxville. He can be contacted at Ned.Phillips@cot.tn.gov
